NATEC – Company Background
The National Association of Tactical Educators and Consultants (NATEC) is a sole proprietorship LLC founded in 2018 and led by President and CEO Phillip Jackson. NATEC was built on one core mission: to deliver high-quality, evidence-based education tailored to today’s rapidly evolving public safety environment.
In a world where information changes quickly—and where, in public safety, time is life—NATEC is committed to ensuring its students receive the most current, research-supported, and operationally relevant instruction available. The rise in mass-casualty incidents, complex threats, and tactical challenges demands training that is both accurate and immediately applicable. NATEC meets this demand through a network of highly skilled instructors drawn from diverse public safety disciplines, including Law Enforcement, Fire, EMS, and specialized Military and SWAT communities.
Our Origins
NATEC evolved from NAOTM (National Association of Tactical Medics), founded in 2007. NAOTM initially provided tactical medical training to private security contractors and the U.S. Department of Defense. While highly successful, its scope was limited by regulatory and operational constraints. As the tactical and public safety landscape expanded, it became clear that a broader organization was needed—one capable of offering diversified training, consulting services, and course development across multiple specialties.
NATEC was created to meet that need.
What We Do
NATEC offers a wide range of training and consulting services designed to enhance operational readiness, tactical proficiency, and medical response capabilities across all levels of public safety. Our courses include:

  • Tactical Emergency Casualty Care (TECC) - delivered on both military installations and in civilian communities.
  • Advanced Tactical Emergency Casualty Care (A-TECC)
  • Public Safety Disaster Management (PSDM) –A proprietary NATEC course and protected intellectual property
  • Certified Tactical Medic (CTM) programs. Levels - I, II, & III
  • Basic SWAT courses
  • Bearcat operations, (Medical)
  • Land Navigation training
  • Public Safety and SWAT-focused instruction
  • Search and rescue operational training
  • Focused Active Shooter Training (FAST) for Schools and Hospitals

NATEC only selects the most motivated, knowledgeable, and experienced professionals to teach its courses. Our instructor cadre includes personnel with:
  • Military and Special Operations backgrounds
  • SWAT and tactical law enforcement experience
  • Fire/EMS operational histories
  • Extensive real-world experience in high-threat and medical-tactical environments
This ensures that every class is not only academically sound but also grounded in real-world application.
